Mentally Ill offender Treatment and criminal offense Reduction Act 2004

Background:
Individuals with moral illnesses ar significantly overrepresented in the prison and jail population. give tongue to and local governments are increasingly finding the need for greater collaboration between criminal justice, recent justice, and moral wellness and substance abuse treatment systems to better allocate resources crosswise systems, increase connections to needed services, and reduce recidivism.
The Act:
Senate Bill S.1194.ENR was passed on January 20, 2004. Its purpose was to foster local collaborations which will ensure that resources are effectively and efficiently used within the criminal and juvenile justice systems. According to the Bureau of Justice Statistics, over 16% of adults incarcerated in the United States jails & prisons have a mental illness (www.thomas.loc.gov). The Mentally Ill Offender Treatment and Crime Reduction Act (MIOTCRA) was signed into law by prexy George W. Bush in 2004.



The law created the Justice and Mental Health Collaborative Program to help states and counties design and implement collaborative efforts between justice and mental health systems. In this authorship I will discuss the pros and cons of this particular bill along with two journal articles that are relevant to this bills intended purpose. The titles of these articles are; Prevalence of Serious Mental illness among Jail Inmates (Steadman, 2009), and Toward Evidence-Based Practice for Probationers and Parolees Mandated to Mental Health Treatment (Skeem, 2006).
In 2008, Congress reauthorized the MIOTCRA program for five more years.
